Phoenix New Times and Village Voice Media was co-founded by Michael Lacey and Jim Larkin. They took the initiative of dedicating their settlement money from their arrests by Sheriff Joe Arpaio to funding various migrant rights institutions that are in Arizona.
The two raised a settlement of over $3.75 million from the moment they were arrested on 8th October 2007 by the Sheriff. Michael Lacey and Jim Larkin were journalists who revealed the grand jury proceedings which sought the notes of reporters on articles that were covering the Sheriff.
This resulted in them being taken from their homes in the wee hours of the night before being jailed.
Lacey and Larkin had been spending a lot of time in their careers trying to assert and defend their First Amendment Right.

This propelled Lacey and Larking to sue the county. They prevailed in the United States Court of Appeals for the ninth circuit. The two established the Lacey and Larkin Frontera Fund. This fund is meant to support all groups advocating for civil, human and migrant rights.
